Well, I got no responses, but after reviewing this forum and another, I've decided to go with 31x10.5 Duratracs (5x $150 each at 4wheelparts.com). I would have liked to have gone a bit bigger, but I couldn't figure out if a 1" budget boost would be sufficient. I don't have a budget boost, but I could probably afford to do one soon. However, I can't really afford a 2" or greater body lift right now...
Still deciding whether I should pick up some of the Cragar soft 8 black rims or the Procomp Rock crawlers... I've got stock right now and again, I can't really afford much more than the $43 for each of the 5 wheels... Duratracs look like they do really well in the snow and mud after some photos that I found on Jeepforum. I haven't seen any info about driving on ice though, so I'll keep you posted. (I'll be driving on snow and ice for about 6 months each year up here in Fairbanks, Alaska.)
Sorry my response is three years too late. I've always like Bridgestone Blizzaks for winter. My TJ had them in Fairbanks while in college and I have them on my JKU here in Juneau. They have great traction on wet or dry ice, along with snow/slush. They're pretty narrow, so deep snow doesn't phase them.
I find my BFG AT KO tires to be adequate for winter tires, but not stellar. And mine are studded.
If you are going to limit yourself to one set of tires year round, they work fine. If you are going to purchase dedicated winter tires (and many people up here do) then I would recommend one of the winter tires such as Blizzaks, Hankook RW11, or Nokian Hakkapalittas. The AT tires work fine in deep snow, but don't have the ice traction of the dedicated winter tires. And Alaska roads have lots of ice.

I agree with jpmama, I was up there from '07-'10 and used blizzaks on my EVO. I now have an '01 TJ, love it to death and would run the same up there, even though it's not AWD like my EVO was, I don't see it being a problem like these guys are saying too. Also, don't drive like an idiot up there like most do that you see sliding around and shit. Just drive like you would on a trail you've never been on, best advice I can give you. As for the summer, get whatever you can afford for what you think you MIGHT get into as far as trails. I can't regret not having my TJ up there when I was there, but I do know that I'd have gone all over the place if I did, I loved it up there.
Ok I have lived in Alaska for 7 years and have had both a duratracs and BFG AT KO. You can't really go wrong with either as they not that great in Alaska. If I had to chose one I'd prolly go with the duratracs. But again both do extremely well. The duratracs will do a better in the summer as well of you plan on going out to Jim's creek or trail riding somewhere.
When I had my TJ, I ran studded Hankook RW11's and were great. My wife has studded General altimax artics and her 2012 Grand Cherokee was unstoppable. When my Rubi gets in, I think I will go with the Generals as well.
