New lift laws!!!!!

(625 ILCS 5/12‑607.1) (from Ch. 95 1/2, par. 12‑607.1)
Sec. 12‑607.1. Frame and floor height. (a) No person shall operate upon a highway a first division vehicle which has a clearance between the frame and ground in excess of 22 inches. The lowest portion of the body floor shall not be more than 4 inches above the top of the frame. No such vehicle shall be modified to cause the vehicle body or chassis to come in contact with the ground, expose the fuel tank to damage from collision or cause the wheels to come in contact with the body under normal operation.
(b) No person shall operate upon a highway a second division vehicle which has a clearance between the frame and ground which is in excess of the limits specified within this subsection for its gross vehicle weight rating (GVWR) category. For the purpose of this section, GVWR means the manufacturer's gross vehicle weight rating whether or not the vehicle is modified by the use of parts not originally installed by the manufacturer. The stacking or attaching of vehicle frames (one frame on top of or beneath another frame) is prohibited. No portion of the body floor shall be raised above the frame.
(1) The frame height of second division vehicles, whose GVWR is under 4,500 pounds, shall be no more than 24 inches.
(2) The frame height of second division vehicles, whose GVWR is more than 4,500 pounds and less than 7,500 pounds, shall be no more than 26 inches.
(3) The frame height of second division vehicles, whose GVWR is more than 7,500 pounds and less than 10,000 pounds, shall be no more than 28 inches.
(c) Under subsections (a) or (b) of this Section, measurements shall be made when a vehicle is unladen on a level surface at the lowest point from the bottom of the original vehicle manufacturer's longitudinal frame rail between the front axle and second axle on the vehicle.
(d) This Section does not apply to specially designed or modified motor vehicles when operated off the highways. Such motor vehicles may be transported upon the highway only by use of a trailer or semitrailer. The specially designed or modified motor vehicle may also be transported upon another vehicle, providing that the entire weight of the specifically designed or modified vehicle is resting upon the transporting vehicle.
(e) Any violation of this Section is a Class C misdemeanor. A second conviction under this Section shall be punished with a fine of not less than $500. An officer making an arrest under this Section shall order the vehicle driver to remove the vehicle from the highway. A person convicted under this Section shall be ordered to bring his vehicle into compliance with this Section.

Sec. 12‑608. Bumpers.
(a) It shall be unlawful to operate any motor vehicle with a gross vehicle weight rating of 9,000 pounds or less or any motor vehicle registered as a recreational vehicle under this Code on any highway of this State unless such motor vehicle is equipped with both a front and rear bumper.
Except as indicated below, maximum bumper heights of such motor vehicles shall be determined by weight category of gross vehicle weight rating (GVWR) measured from a level surface to the highest point of the bottom of the bumper when the vehicle is unloaded and the tires are inflated to the manufacturer's recommended pressure.
Maximum bumper heights are as follows:
Maximum Front Maximum Rear
Bumper height Bumper Height
All motor vehicles of the first
division except multipurpose
passenger vehicles: 22 inches 22 inches
Multipurpose passenger vehicles
and all other motor vehicles:
4,500 lbs. and under GVWR 24 inches 26 inches
4,501 lbs. through 7,500
lbs. GVWR 27 inches 29 inches
7,501 lbs. through 9,000
lbs. GVWR 28 inches 30 inches

It is unlawful to operate upon any highway of this State any vehicle with a front bumper height that exceeds 28 inches or a rear bumper height that exceeds 30 inches, regardless of the GVWR of the vehicle, except those vehicles covered by Chapter 18b of this Code.
For any vehicle with bumpers or attaching components which have been modified or altered from the original manufacturer's design in order to conform with the maximum bumper requirements of this section, the bumper height shall be measured from a level surface to the bottom of the vehicle frame rail at the most forward and rearward points of the frame rail. The bumper on any vehicle so modified or altered shall be at least 4.5 inches in vertical height and extend no less than the width of the respective wheel tracks outermost distance.
However, nothing in this Section shall prevent the installation of bumper guards.
(b) This Section shall not apply to street rods, custom vehicles, motor vehicles designed or modified primarily for off‑highway purposes while such vehicles are in tow or to motorcycles or motor driven cycles, nor to motor vehicles registered as antique vehicles when the original design of such antique vehicles did not include bumpers. The provisions of this Section shall not apply to any motor vehicle driven during the first 1000 recorded miles of that vehicle, when such vehicle is owned or operated by a manufacturer, dealer or transporter displaying a special plate or plates as described in Chapter 3 of this Code while such vehicle is (1) being delivered from the manufacturing or assembly plant directly to the purchasing dealer or distributor, or from one dealership or distributor to another; (2) being moved by the most direct route from one location to another for the purpose of installing special bodies or equipment; or (3) being driven for purposes of demonstration by a prospective buyer with the dealer or his agent present in the cab of the vehicle during the demonstration.
The dealer shall, prior to the receipt of any deposit made or any contract signed by the buyer to secure the purchase of a vehicle, inform such buyer, by written statement signed by the purchaser to indicate acknowledgement of the contents thereof, of the legal requirements of this Section regarding front and rear bumpers if such vehicle is not to be equipped with bumpers at the time of delivery.
(c) Any violation of this Section is a Class C misdemeanor. A second conviction under this Section shall be punishable with a fine of not less than $500. An officer making an arrest under this Section shall order the vehicle driver to remove the vehicle from the highway. Stupid law makers....missouri is no better. I've had 23 lift law tickets in ole whitey....they can kiss my white a$$. My truck is safer than 90 percent of the crap on the road. Its just too tall according to them.

I didnt know anything about this law till my buddy got Arrested the other day in his excursion,which was inpounded. It had a 12in lift with 44's, and now he hates it because he had to lower it by 9in to make it legal. I was curious if anyone in ill has had problem with the lift laws? I was going to lift my jeep this winter but not sure what to do know! Thanks

The arrest part is totally stupid, I would call your congressman and get in his ass. We are fighting it over here too.

I agree the arrest was overkill but he was able to talk his way out of that and not go to the pokey, unfortunately that is only part of it. There were two class C misdemeanor tickets that were issued which is why the arrest was issued. His family who were with him at the time were taken to an oasis to wait for a ride home from another family member. When the truck was picked up from the impound yard it had to be towed or trailered from the impound, it was not to be released back on the road and driven. The license plates were suspended.
He was issued Illegal bumper height, Illegal frame height, Illegal suspension modification (max spring block height is 3.5"), no mud flaps. In court he also faced tickets for; Improper plates, overweight, no safety inspection sticker.
Just a side note for IL residents;
IL requires a truck registered in IL to be licensed according to the GVWR on the vehicle VIN sticker, NOT the GVW. The Sec of state will issue you whatever plate you ask for. It is not their job to know what plate you are supposed to have, that is your responsibility. So in short, ANY 3/4 ton and heavier truck is rated too heavy for B-truck plates (8000#). You need to have D-truck or heavier including current safety sticker. In most parts of this state this is not a big deal but they have been cracking down on 3/4t,1t pickups running around on B-truck plates in the Chicago area and state highways, tollways. Another note, 3/4 ton Suburbans and all Excursions are rated too heavy for B-truck plates as well. Vanity plates and special interest plates have the same weight rating as B-truck plates.
Trailers; IL TC and heavier require the tow vehicle to have a current safety inspection, and both axles must have operable brakes with break away brake activation provisions.
I am not saying I like any of this, but at least if you know you can choose to do something to prevent getting ticketed.

Lift Law

As soon as I read this post I ran outside and measured my YJ. It turns out that even with 3-4in lift and 35" tires my frame is still at about 21in from the ground so Im good there. Also I have a 3 in body lift which according to the new law should be ok. It's not like I was particularly affraid of the new law but its good to know that in case the cops do try to give me problems I have a leg to stand on. I just baught the jeep and I would hate to have to lower it. I wouldnt like it if it was any lower. Its exactly the way I like it now.I just feel bad for anyone who will have problems because of this. Also what were the laws before this anyways?. I had a ram1500 with a 7in lift and huge tires and never got stopped. I feel like this law is one of those things that technicaly should be but never comes up. I hope thats the case.

I did get harassed in Barrington eight years ago, the police cop made me get out of the jeep while he out his tape out and it read 27.5", I felt like laughing in his face cause it wasn't over 28" and that law has been in affect for at least 8 years so not too new but anyways I didn't have a plate and he didn't notice that just wanted to try'n bust me in my super tall looking XJ.

It depends on the person in front of you. One might let you go with a slap on a wrist for doing 20 over posted limit while another will eat a hole in your brain trying to measure up if you satisfy the regulated ground clearance. Nothing new, just like with anything else. Although at the end of a month it seems to intensify a "little"

Just out of curiosity, how do you know I'm not one of the "piggies"? just like with every other profession, some police officers are more ass..les then other, and some are just as good as it gets. I seen all of the above. Lucky me nice guys more than others.

your right it depends on which piggy it is, I used to go to the local bar and chiil with all the Barrington pigs they cool, They knew all the illegal stuff done on my old truck. I think it help with not gettin pulled over.

I also run sport bike so due to the nature of the beast I get to know some of them. To tell you the truth, some of them I'd love to have as friends it's just I think that due to specifics of their job they tend to stay away from connections like that.

The laws about the wieghts and heights of vehicles has nothing todo with cops being dikks. Or illinois being some facist state. It has todo with accidents. Whats going to happen when your steel tube bumper meets a prius at 35mph at 30inches above the ground. So dont hate the piggies or law makers. Hate the insurance companies and the prius owners.

I'm in Texas. I see a great deal of lifted trucks (really high in excess of 10"). Are they illegal? I also have been operating my Acura without front license plate and I never gotten a ticket for that (knock on wood). I plan to lift my Rubicon around 2.5" or maybe 3". Will that be illegal? Dealers in Houston are selling brand new Wranglers with over 3" lift, is that illegal?

These laws are really stupid!

These laws are really stupid!
Every law has a reason to exist (some more paranoid then others) but you have to check it by location everywhere you go.
