Will my lift be legal?

I was originally looking at a 3 or a 3.5 inch lift w/35's from teraflex but now sitting on the fence on a 5.5 inch rock crawler lift w/37's. Not sure how much clearance that would give me but really wanna make sure the jeep stays legal here in IL. Anybody have any knowledge on this?

It will be legal. You will probably be over the lift law bumper height though.

passenger vehicles: 22 inches 22 inches Multipurpose passenger vehicles and all other motor vehicles:
4,500 lbs. and under GVWR 24 inches 26 inches
4,501 lbs. through 7,500
lbs. GVWR 27 inches 29 inches
7,501 lbs. through 9,000
lbs. GVWR 28 inches 30 inches

Can someone tell me why the heavier the vehicle the higher the bumper. I mean personally I wouldn't care if a smart car had a bumper 48 inches off the ground. Yet I would prefer a semi be under mine.
