Cool Rust under 1995 Jeep Wrangler

Hello, I am looking to buy this 1995 Wrangler but it seems there is rust underneath which isn't too normal for it's age. I was looking to see if someone could give me their advice/opinion if the body is too rusty. Here are the pics & please let me know your thoughts.

Looks more surface only from the pics. Take a hammer and a decent swing at the rust spots. Ask the owner first. If it doesn't go through, I would just grind the rust off and then paint it again. Then Rustoleum it once a year and it'll stay looking new for good.

I've seen way newer vehicles with worse rust. That actually looks pretty mild. Like stroked250 said, grind it off and us some rustoleum paint or bedliner

You're right, a 17 year old vehicle should be a lot ruster than that.

Where is it from? Near the coast and up in the snow belt they get rusty. SW desert, not so much.
