Check out Wharton state forest in NJ, tons of riding and they have a few primitive campgrounds you can use. They only cost $7 a night and the riding is free. Look at the local forums for NJ, groups go out every couple weeks.

You always needed a permit but they never enforced it before. I heard they are starting to fine people and towing cars parked without permits. I rode some of the property and never had a permit but I think I am getting one next year.

We are hitting up the levys this Saturday at C&D canal (MD Side). I've never been but my buddy goes all the time, said he never had a problem.

Look up reading Anthracite company, or RAC permits. You should be able to find something about it there.
