My 98 rides about the same with a lot of sway side to side. I've changed lifts from a 4" lift short arm to a 6" long arm and its about the same on the hiway but better off. I have a rough country lift with the new bfg mud tires and run them with about 27 psi and its still a rough ride. the more weight I add with armor its gotten a little better.

If its really that stiff try going to softer shocks, outside of that maybe different coils, got the skyjacker long arm here and it rides awesome, little stiff on the bumps but rides smooth down hwy. Better then stock ill say that much.
