Class1 trailer hitch Change 1 mod 1 redesign 2.1

Well since attempt #1 didn't work I did the impossible, I built one that bolts onto the rear bumper, 41/2 inch grade 8 bolts are holding it to the rear bumper. It works I load tested it to 2500 pounds so my little Class1 will never overload teh bolts
Found teh design on a guys website in Fle and I emailed him, he said its legal in Fla, so I called the St Police here, DMV, St Inspectors and nobody could tell me anything for a hitch, so I called the Coe Company up off Southgate Ave, they make trailers and hitches from scratch, the owner said Va has NO regulations fro a hitch, as long as it meets these requirements.

(1) must be built to hold the class trailer its made for
(2) can not haul a larger trailer that the hitch is designed for (duh)
(3) must use a approved ball (and I wanted to use a marble)
(4) must be fitted for safety chains

Other than that its MY responsibility if anything happens, Well if I spend $300 for one from Reeese its still my responsibility if something happens, the driver is ultimately responsible in Va. So I said Screw it and built the one in eth attachment, the designer said pass it around for other Jeepers who want it

If you guys do this one, remember it is CLASS 1 ONLY, and hooks to the STOCK bumper.

Sorry all it is is a picture, this site won't allow me to upload teh design in a .PDF format so [I] have it if amybody wants it email, pm or post and I'll up it to rapidshare or someplace like that

the mount bolts are 3/8 course thread so I used this to determine weather or not I'd modify Beth holes for bigger bolts

Respectfully, Those bolts could be NASA certified and they would still be bolted through a stamped steel bumper. I would at least make a plate to go behind it. You are correct that you are responsible if it comes off. I couldn't sleep if my trailer got loose and hurt someone. Also if the bumper fails, you'll lose your safety chains.
