I have not been a big fan of bumpers that are tight to the rear frame rail for mounting. A couple reasons are because when in the mud, it'll get in between and may be a rust area in no time. Another reason was to give just a bit more space in case of an accident. I'd rather have a few inches extra (I know, wouldn't we all!!) And I've been tinkering around your suggestion of using a piece of angle to use as another bolt point via the body mounts. I'll see where that leads me.
I agree with having the space Just don't like to look at it. I like your design for the mounts I would just put a top plate on it and leave the bottom open to spray the mud out.
The lights are a good idea but then you have less room for air.
