Replace axle

My son broke the rear axle on his rubicon and the broken end of the axle was stuck in the differential. I noticed that when I turned the axle on the good side the shaft and gears in the differential all turned. I had to removed the good axle so that I could push the broken end of the other axle out.
I got the new replacement axle today and noticed that when I installed it and turned the axle, neither the gears nor the shaft are turning. Anyone know why?

Did you check the differential and housing for broken bits in there?

Was the locker engaged when he snapped the shaft? If so there maybe much bigger issues at hand.

Repair completed

I replaced both rear axles this weekend and everything went together fine. I think the problem was that I didn't insert the axle completely before checking everything out. It works fine now. Thanks for the help.
