th 400 question

Been along time since I've posted anything...anyway, on a th400 does the trans fluid actually fill past the pan seal level when the vehicle is at rest and on level ground? I recently had to change fluid ( few days of river crossings) and now I'm leaking from dip stick tube seal and selector lever seal. I drained and put 7 qts. Back in. Did I just overfill due to fluid in rest of system? ( I.e. trans cooler and associated lines)

It will fill past the pan level, you have to take into account the amount that drains out of the tork converter when it is not running. How does the dipstick read running warmed up in neutral?
