Insurers can refuse to insure you somewhat as each insurance company has their own rules filed with FSCO (superintendent for insurance companies) so you are somewhat right they can't deny you insurance unless they have rule filed with FSCO to deny you.
Each company has their own rules and guidelines filed where they can deny to insure you based on driving record or vehicle types. Example branded vehicles, right hand drive or some modifications.
Some companies rules are more strict than others so its best to shop and be upfront about modifications. Failure to disclose can leave you in a worst position when a claim occurs. There will be a company that will insure modified jeeps used for off roading just have to shop around.
Rates also can't be jacked up as you have to file them to. They may increase year to year but they are all filed for increases or decreases.
