fresh air vent stays open

I have read most of the the threads about water getting into the cab. I have checked the drain tube and its clear. What I have noticed if you reach your hand up into the air box you will find a flapper valve. Mine stays open. I cant find what makes it close. I think this is where the water is getting by. Does anyone know what controls this valve. Is it vaccum or is it a cable?
