Cool Help with electrical Problem

Hello to all I have a problem with my 1998 Jeep Wrangler. This only happened once in a while now it is perminate. Here's the problem the blinkers, windshield wipers and radio will not operate if the ignition is in the start position or the vehicle is running, All of the other elecrical items work including the four way flashers. If I move the key to ACC everything works fine. I read up on it and was advise to change the ignition module and ignition. This did not fix the problem. Any ideas?
