Just inherited Jeep want to fix her up.

I just inherited a 1990 Jeep Wrangler, Im looking for help to get it running better as it should. Any Help would be greatly appreciated. Not looking to spend alot or lift or anything like that. Its pretty much stock now. Again just want to get it running strong.

This peice was hanging off when the block when i received it. Does any one know where I can get a replacement? im not even sure what it is? And there is an extensive amount of oil all over the engine and exhaust, it is running at the moment, but there wasalot of smoke on the trip home from picking it up.
