I am actually looking at a 2011 Jeep Wrangler Rubicon Unlimited. It has 13,500 miles and they are asking 39,000. Is this a fair price? It has leather, nav, XD rims with 33" tires (I think)

Price seems a bit steep to me... take these one's for example

I would say they need to come down to close to 33-34k for it to be worth it. Otherwise spend the money and get a brand new one.
