Rear seat return problem 2008 wrangler

I am having difficulty getting my rear seat to lock back down. I can't figure out how to make the latches reattach. In the past, it was just a matter of bringing the seat back down and the latches moved automatically and reattached, this time the latches appear to be stuck and I can't seem to manually move them either.

i have read my manual and can't seem to find an answer.

Replies would be greatly appreciated. Thank you.
