Exclamation Steering problem

My first jeep cj 1990 was delivered by the seller and the next day I went out to drive the jeepand the steering would not turn the wheels. The steering wheel just free wheeled. Weird weird and after awhile I went out to repeat the effort and now the steering works. I thought all steering worked even if the power steerin didnt.

I dont know if this is the right way to post a problem or how to use this sight.

Thanks
