Wrangler TJ Shopping advice

Right now I've got my eye on a few Wranglers and have set up times to check them out but I would just like a little insight from current owners on what I should look for, what to be concerned about, and overall preferences and thoughts on what my first Jeep Wrangler should be!

I'm currently eyeing a 2002 APEX model with an I6 and a 5 spd tranny, full steel doors and a soft-top. It's got 107,000 miles on it and they are asking for $9,000. Tires are low on tread, and there is a crack in the windshield, so is $7,5 a fair price to try and get it down too? Also that brings me to my next question... it has 15" Cragar wheels and a lift (not sure how high) what tires do you suggest replacing the old ones with if I do end up buying? Right now it has 32" x 11.5" x 15" Tires.
