Best way to hook up lights

Just bought a TJ that I must say the previous owner put all the work into. Including a pair of Hella lights on the bumper. He has them on an independent circuit, but he warned me that they drain the battery very quickly. Is this normal? Is there a better way to set them up?

I imagine they'd drain the battery if they're left on while the vehicle is off. That's probably what he meant. He was warning you to not forget to turn them off if the jeep is off.

This may help.
