Hella driving lights

I just got a set and the wiring diagram says to tie into the high beams. Is this to turn them on with the high beams or shut them off with the high beam? I want them on with the low beams. Which headlamp wire is the low beam on a 2013? And there is no room in there compared to my son's 02.

I understand that driving lights are wired to the high beams and that fog lights are wired to the low beams. This is due to DOT regulations. Also, common sense dictates that since driving lights are long range, they compliment the high beams. Fog lights are designed for minimal reflection (back towards the vehicle) and to highlight the low areas towards the side of the road. High beams in the fog or rain will always reflect back towards the vehicle and impeding the driver's vision.
