HID off-road lights

So I got a pair of second hand no name lights and was told that they did work before they were pulled off the rig. I went to test them out by hooking them up straight to the battery without a relay or fuse just to see how bright they are and got nothing. I know I had a good ground and power. I used a piece of wire for one of the jumpers and a test light as the other. When I touched the ends to the battery I got a dim light on the test light and nothing from the HID. I checked the bulbs and they look fine and don't see any damage to the wires or internals of the lights or ballist. I would hate to buy a relay, switch, fuse and get everything setup and find out they don't work. Do I need to have all that stuff to get them work right?

My HIDS are very LAME if I just turn the switch on without the JEEP running. AND they take a solid minute or two to really heat up and give off the light they're designed to...

Try putting them on the battery with the Jeep running and keep them on the battery for a minute. That should give you a good idea if they really work.
