off road light adjustments

My lights are fighting me and winning. One click up, my lights are out in space. One click down and they are shining where my bumper lights are. I'm really having a hard time getting them just above my bumper lights. Any suggestions?

Maybe use some shims under the mounting bracket instead of the adjustment on the bracket? Or you may need to "adjust" the bracket with a prybar slightly.

Thanks toolin, shims seem to be the way to go. I put it @the lower notch and used a dime to get it where I wanted. Thanks again.
