offroad lights not working

So, I bought my 1998 TJ Friday and it came with 6 lights mounted on it. There are two toggle switches in the Jeep and I have tried flipping them but get no response. I have not done anything past that because I am far from electrically inclined and didn't want to mess anything up. Any idea what would cause them not to work? Thanks in advance for any advice.

Fuses, relays, not hooked up

Check fuses, follow wiring harness from light to insure they're hooked up

Thanks for yhe input. I just tried following the wires and it looks like they were spliced and have just been cut off at one of the ends. Still not sure what's going on with that.

Are your headligts on. Most people wire the trigger circuit into the headlights. Try with the high beams also.
