Rear shocks broke top bolts

Went to take out shocks and see how they were. Jeep was used so figured see how beat they are. Deff needs a new set but within first two bolts I broke both....... figures. They are allen heads and I did inside two for each shock and they snapped right off. Inside ones are gonna too for sure, and the passenger side already broke itself off while driving. I have put a good hour into trying to drill out the bolts that are left in it and nothing. There grade 8's so I don't know what to do yet. Do I drop the tank and torch them into a whole. I just figure I drill two holes and i'll get up inside the to ppart and hold a nut on it for new shocks.

Also whats the biggest suggestion for 4" lift shock. I hear a lot of people say the adjustable 9000's but open to suggestions. Hard part is gettin old junk out!
