Have a 1983 CJ 7 with 1987 tub. The clutch safety had been removed. I had an issue starting it one night, and had to jiggle the battery terminal cable, truck still would not start, left key on and when I jiggled the terminal the second time the truck lunged forward, and the battery cable melted in half. What could have done that and would you trust the jeep going forward and how would you repair?
Two things come to mind....... stuck starter solenoid....... and frozen up starter.
Check solenoid to see if actually working.
Try to turn engine over with pry bar to see if free.....
