2010 fold and tumble seat problem

I have a 2 door 2010 wrangler. The back seat is meant to fold down and then tumble forward. The seat will fold down but not tumble. I can see that there is a cable undone that is probably the issue, it is located at the bottom left of the seat on the back. Any suggestions for how to fix this?

You may not want to fix it. The seat on my 2013 doesn't lock in the tumbled forward position, and it will bounce up and down from the fold down position to the tumble forward position depending on how hard I brake or accelerate. If you pull the wire, does the seat tumble forward? There was a fix for the bounce problem that was to disconnect the wire to ensure it stayed locked when folded down.

No I think that the cord is supposed to lock into something that pulls a mechanism that unlocks it but I can't find that spot and nothing happens when pulling on the cord.
