I had an 87 that had the same problem. When I bought it, it had a new starter on it making the same noise you are talking about. I finally set the starter in the right place and drilled a new mounting hole. I forget if I had to drill a new hole in the top or bottom, but one of the holes was in the right place. The nose cone on the starter was wrong. You might find a rebuilder that will dig enough to get you the right one.
