that looks like something that would be on the back of a semi tow truck!

its obviously an old purpose built truck, what was it used for?

That's the famous Dodge Powerwagon and that's a Mopar winch.

"Purpose Built ".....Yea. ANY PURPOSE....
In the 50's and 60's those rigs were everywhere that they were needed....Boom trucks for lifting pipe lines, telephone and power poles....Logging equipment, Fire Trucks you name it.
Those were built off the original WWII vehicles while Dodge was busy changing over the factory from war time back to Civilian vehicles....
Check out the tires..... That tread design was about the Only MUD tire we had in the 50's and 60's...Ohh there were lots of the old WWII surplus "grave diggers" and some of the chevron treads , but you could buy these caps from most local tire dealers....
The Power wagons were one ruff tuff rig, too bad they got away from that idea and
started building something that resembles a living room on wheels..... "BH"
