Bad experience with e-bay seller

I don't know if this is the right place to write, but I am really p**d off , becuase I feel I've got scammed and I would like to share with you one bad experience I had recently with an e-bay seller, maybe it helps. Sorry if I will be long, but the story was long, also.

As some of you know I am from Europe and here the spare parts for our Jeeps are scarce and pricey. So, from time to time, I am forced to buy parts form US.

Lately I was in need for a cowl seal for my TJ (after each rain I have a lot of water at my feet) and I found on e-bay what I've been looking for, at a convenient price, from what seemed to be a serious seller (with a high rank, at least) that offered international shipping, etc. All was perfect, except that the seller didn't have listed (o the product page) Pyapal as an option.
As I am reluctant to pay by credit card to unknown sellers, I asked the seller if I could pay by PayPal. They accepted, gave me the Pay-Pal account, so I bought the item, on the 4th of October. I've paid right away, by PayPal and waited for the seller to inform me when the item will be shipped.
Instead of that, the seller opened a case against me for not paying the item. I've tried to get in contact with the seller but I have not received any answer to my e-mails or e-bay messages.
Seeing that, I've opened a case for not receiving the item and guess what... the seller responded immediately, this time. He said he didn't notice the payment, or the messages and that they didn't want a bad mark (what about the bad mark for me when I've paid in time and was accused I never paid?), etc and that they want to refund me, if I wish. I asked for the item and the seller said it will be sent right away (it was on the 17th of October). Two or three days before the case to be closed automatically, I asked the seller if they have any news about my item, since I've got nothing. They answered that they have just sent the parcel (on the 9th of November - more than one month since I paid for the item!!!!) and provided a tracking number (that is just a notification by the seller to USPS that will ship a parcel) so that I could not escalate anymore the case to e-bay Customer's service.
This is my new cowl seal's (that had not yet arrived and I seriously doubt taht will ever arrive) story and, for those who are curious, the seller's name is Teamwranglercj (which seems the same with Kenosha County Classics).
Sorry for boring you, but I thought you should be aware about what happened to me (and, might happen to anyone else).

use the ebay dispute resolution center they can be very effective

Thanks for the info. I will keep that wrote down beside my computer. That way if I ever come across their items I will look else where. It's a shame that those people can be that way. There is so many crooks and scams out there that when you actually come across a legit one, we all still think it's a scam. When some things are to good to be true, they actually are.

You have proof with paypal of the transaction payment dates so with all that they should dismiss the case against you. Some of the ebay sellers I have dealt with have not only one but a few people dealing with the account at the same time-thus lack of communication which creates turmoil. Be patient, it will work out & hopefully it has been a big miss-understanding. I havn't had an ebay business for a few years now but I know they did change the feedback policy so that the buyer could leave feedback but not the seller, has it changed?

I've used the Resolution Center, once I opened the case agains them but, once they gave a shipping number (one day before the last day I could escalate the case - what coincidence!), I cannot escalate the case any more. I will wait few more days and, if I will not get the part, I will try once more with the Resolution Centre and, also, I will claim the money back on PayPal.

Eventually, with the help of the Resolution Centre, the case against me was closed. there still is the fact that I've paid more than one month ago and all I got was (few days ago) a tracking number that, in fact, seems a notification (according to USPS site, it sais "Electronic Shipping Info Received", which means, according to the same site, "The U.S. Postal Service was electronically notified by the shipper on November 10, 2011 to expect your package for mailing. This does not indicate receipt by the USPS or the actual mailing date. Delivery status information will be provided if / when available. Please be advised tracking is not available for this product. Information, if available, is updated periodically throughout the day. Please check again later.").
I just hope is still a misunderstanding (and a complete lack of respect for me, as a customer), but even so, opening a case against a customer that have paid, not answering any message whatsoever, not despatching the item, even after the paiment was recognised, this sounds like scam or bad intentions, at least.

I had a similiar problem with an Ebay seller. I reported it through Ebay and was later informed it was a fraud case against the seller. I then contacted my credit card company and they refunded my money and went after the seller to recoup their money. I have not had another problem using my Ebay acount since then.
I would report it and then follow up with the Ebay suggestions.

I had a similar issue several years ago. At the time Paypal was still fairly new and wasn't that widely used. I told the seller I would send a cashier's check and she said that would be fine. A few weeks later I got notice that a non-paying bidder claim had been filed against me. Apparently this nut job thought that I was going to knock on her door and hand her the check because she didn't bother to check her mail for 3 weeks. Within an hour of telling her how I paid her she dropped the claim. People can be so stupid.

For 5 days, the status of my parcel on the USPS site is still the same:
"Electronic Shipping Info Received. The U.S. Postal Service was electronically notified by the shipper on November 10, 2011 to expect your package for mailing. This does not indicate receipt by the USPS or the actual mailing date. Delivery status information will be provided if / when available. Please be advised tracking is not available for this product. Maybe it's on its way and the site isn't updated, or maybe I should "check again later", who knows. Anyway, I will let you know about the evolution of this issue. Now, my anger passed away and I started to get curious (it's the same feeling you have when when reading a mystery boog and don't know who did it: was it the long legged, busty, blonde hair assistant, or it was his step brother who will inherit the castle, etc): will I ever get the parcel or not, and what will be in it?
Anyway, the seal will be changed next year, now there are -3 C outside and I don't feel like a good ideea of changing the seal right now (especially that I expect to find a lot of rust there, that will need to be treated and I don't have a garrage). So, even if I get the seal and is the right one will be for nothing this year. What a s**t!

FWIW, the USPS tracking system is completely worthless. More often than not I have received the item being shipped before their tracking system says the have it. Horrible. Better to use UPS or Fedex when possible. The biggest advantage of USPS is that if they screw you they have probably committed mail fraud in the process and the government doesn't like that very much.
