Question Best ways to get rid of small rust before it gets bigger

Got a few small places, nothing major, on the undercarriage and some on the roof rack intersections. I originally covered the intersections with roofing tar in an effort to keep water out, but I missed two holes and now they have a tiny bit of rust around the holes and I want to stop it. Looking for what products work best and different grits of sandpaper. I plan to cover the repaired roof rack and basket with the same pickup bed coating I used on the wheels and front bumpers.
