brush mud guards / spray stoppers

Anyone use a brush type mud guard, the kind you see on the back of RV's? I know a lot of people hate the look of molded mud guards and they state they get busted off too easily. I was thinking a brush type may be the compromise. I am considering buying the full RV rack and then cutting them down to fit the wheel wells.

I wonder if that would get around lift laws.

Any insight would be great.
