Dangerous Seatbelts....

The Seatbelts in my 97 TJ won't extend if the Jeep is on an incline. Say we stop on the slope of a dune ( to pull out another car or somesuch), when we jump back in. The seatbelts (having rolled back in) will not come out. Is there a fix for this ?
