does anyone know what this is?

I have a 2000 tj sport. Was checking fluids, when i looked down and saw this. It is on the drivers side under the brake master cyl.

I vaguely remember having that on my TJ when I had it. Don't remember what it's for though, maybe additional diagnostics or an option you don't have??

obd codes are read from the obd2 port under the dash inside the vehicle, looks like it might be to the cruise control as suggested

Those clips are a pain to undo when they are connected.. it'd be close to impossible for them to just come undone if they were clipped together right.
