Those "locks" are worthless and a complete rip off. I bought them for my YJ and installed them to specified torque. Opening and closing the doors caused the "locks" to loosen up to the point you could take them off with just your fingers. After retightening them several times one of the "locks" came apart. Complete junk.
I bought a set of those locks also, but I never waste time putting them on. The only thing those locks will prevent is some punk kid who doesn't have a torx wrench from taking your doors. any decent thief will have a wrench to take those nuts off and quickly.
Those locks outsmart the quick grab and runs though. We see more of those than people carrying tools, and I don't think half the thieves out here know what a torx even is.
Just like alarms, you can't prevent someone smart enough and determined enough - but you can slow people down.
In Washington State a local sheriff has informed offroad organizations doorless Jeeps, Toyota's will be ticketed. The doors are original manufacturer equipment. It is legal to drive with no windshield as long as the windshield wipers are still operational.
Do you know if your state has a law on the books to back him up?
