Front tow-hook bolt-on?

I bought 2, from what I've seen, standard tow hooks a while back. I plan to mount them on top of my front bumper, and replace the top bumper bolts with longer ones, and bolt them on there. I figure since this is going to be pulling quite a bit of weight, I would want more than just that one bolt in each hook. My question is what do you do for that 2nd hole? I was looking, and it seems like where the 2nd hole for the hook would be is directly over the circular tube that runs left to right in the front of the Jeep. Would it be safe to drill down through the framerail, through that tube, and put a washer and nut on the bolt, inside the metal pipe. This is all making sense in my head but maybe I'm not putting it to words very well. Here's a pic.

Yeah, you can just take the plastic cover off and you will see the second hole. The cover is attached with the 4 bolts on the side of your frame. I just notched that plastic piece to make room for the hooks when I installed my towhooks on the YJ.

EDIT: Sorry, reread your thread (I know, I know I AM quite the poet) and there should be a second threaded hole in the frame for towhooks, if I remember correctly. Take the plastic piece off and check before you start drilling.
