Good deal or no?

I'm looking at a 2009 Rubicon Unlimited with 40xxx miles. It has navigation, manual transmission, and 12k of work into it-bumper, winch, springs, lift, 35" tires (which i would get rid of and go smaller), cage, etc. It's being listed for 28k, talked down to 25500 cash. The thing that worries me is maintenance. The previous owner used it as a play toy, it's beat up and has done a lot of wheeling. It has been driven through a good amount of water as well. Good deal or not? I really want the Rubicon but I'm scared it won't run very long.
