Your Jeep has all kinds of weird emissions things under the hood doesn't it? Vaccuum lines running everywhere and none of it works anymore. A header is a great upgrade, but I don't think it will help with your emissions testing. But it is a good excuse to get a header. General tune up stuff will help with emissions, even fresh oil is said to make a difference. I have also heard of a fuel treatment that can help get you through. Just can't remember what it was.

I'm to new here to be offering advice, but Seafoam is supposed to help with passing "e checks." Do a search here and on other forums.

Mike, Any updates? I read in another thread that acetone added to the fuel can make it run cleaned, Thanks GrandpaJeeper.

For emmission testing > i have used and have recommended to people a product that i got from Pep Boys parts stores..i am sure it is in most auto parts stores..it comes in a can it is about $7.00 and is guaranteed to pass or money back....you pour in your gas tank follow the instructions..sorry i can't remember the name it has been a couple years.just ask for the additive to pass emmissions..
