Help Please? :)

This may be a very dumb question and I'm sure once you tell me, I'll realize how easy it was. But here goes anyways...

I've had my jeep for a few weeks now. I was noticing every time I went over a bumb at a decent speed, there was a loud bang...somehow today, the backseat just caught my eye when I went over a bump. It is the backseat coming up a bit, then hitting back down after the bump. Once I get home, I get back there and take a look and the two rear hooks underneath the backseat are unhooked...Are they supposed to be unhooked?

Anyways, I lifted up the seat and actually put one in the "hooked" position while the seat was not in its position.

So...(A) Are the two hooks closest to the back of the car supposed to be hooked or unhooked? And (B) how do I get the hook underneath the seat out of the "hooked" position?
