Arrow Iced up Throttle Plate

I have a 2012 jeep wrangler 2dr sport and last week i was driving and the electronic throttle control light came on and when i put it into second gear i pushed down the gas pedal and i was getting no power or revs. Luckily enough i coasted into a parking lot and called to get a tow. The service department said that it was an iced up throttle placed. so they removed the air cleaner inlet in Tbody and let it defrost and cleaned it out. Is this normal? And should i be concerned? Thanks

It's just a stock air filter. Haven't changed anything
