drop the bolt and take it out. Why do you need to drop it out?

the bolt out part is a no-brainer...

the cone washer gets wedged in there when you tighten the bolt...

ive been 2 hours trying to get the cone out of the mount.. going back to a stock style end

You always eliminate the obvious first.

Stick the bolt back in the hole and work it around. The washer isn't a press fit. It shouldn't take more than a screwdriver from the top or a nail set. That is all, of course, dependent on you installing it right the first time.

Now the obligatory... why are you going back to a stock style end?
