Mystery engine part

Hi all. Over that past year I've been cleaning up 97 TJ and replacing/restoring parts as needed. But I've run across the part in the picture below and I'm having the darnedest time determining what it is OR was. As you can see the tubes are not connected to anything. I'm really quite stumped.

The tubes look like they go to the windshield washers.

I know exactly what it is!!!!!! It is the rusted remains of an electric air pump from those cheap plastic air horns you can buy.
