New Jersey Lift Laws | Vehicle Modification Rules

Thank God passenger vehicles are now exempt from these laws...

You misinterpreted the information. They are no longer forcing mechanical inspections. That doesn't mean you are "exempt" from the lift laws. You can get pulled over and ticketed at any time if you don't adhere to the legal requirements.
