NP231 No 4lo

I have a 2000 TJ, i just installed an new Novak shifter on the np231 and while in the process of that i realized that my transfer case wont go into 4lo. It doesn't grind, it doesn't pop out when i get it in. It is as if there just is no 4lo in my transfer case at all (i know there is i have used it previously) it feels like I'm trying to shift into a brick wall. Before anyone asks if it could be the handle or the mechanism (i did not get the cable shifter, this is another model) it is not the case, but that is besides the point as i tried to manually shift it with vice grips and i could get it into 2wd, 4hi, and neutral all very easily like it should be but as soon as i try to go past neutral it just doesn't go anywhere. It is my understanding that of the two shift forks in the transfer case the first one controls 2wd and 4hi, while the second one controls neutral and 4lo. If that is correct and how it works why is it that i am able to shift into neutral with no problems what so ever, but can't get into 4lo? If that previous statement is incorrect please let me know how they actually work and what my problem may be.
