Painting help

I need some help with deciding what paint to use and how far down on the fender I should paint.

So today I bondoed my drivers front frender on the top bc of the rust. And tomorrow in going to do the last sand. I want to pant it black but I don't know what paint to use. I was looking at

Sorry I accidentally hit send but I was say I was looking at plasi dip or just the $1 walmart cans I don't know what to use that will hold up.

And should I paint the whole fender or just an inch or 2 from the top? I was think not paint to paint the whole thing bc it might start to chip if I go wheeling and get a tree branch to the side or something.

Any info will help thanks
