Painting winch techniques

My winch release handle and bars that control the cable have started showing tiny rust on nicks that have occurred. They are chromed so I'm worried as rust expands that the chrome will start flaking or peeling. I plan on sanding it down an applying paint or bedliner to protect it.

Anyone have tips or thoughts on techniques or material to do this the best way? The handle seems straight forward. The bars on the other hand will get rubbed by the cable and I'm sure the paint will strip off immediately.

Have them sand blasted then powder coated or zinc/cad plated.
