Have you tried powering out the line a few inches and then move the free line lever?

Sometimes you have to pull the line out and jiggle it a bitch to get it to catch.

Just turn the cable cylinder a little and it should engage/ disengage. Mine does this and it's 4 months old. Just jiggle the cable and it'll free up, just a quirk of the winch in my opinion.
