problem with new cowl gasket

I just replaced the cowl gasket on my son's 95 yj. Rain water was leaking in due to the dried out gasket. After cleaning up the loose rust, priming what was left and ordering a new gasket, I can't seem to keep the gasket in place when I pull the windshield back to attach the bolts thru the roll bar to the windshield frame. I used all of the mounting screws to attach the gasket under the frame, and it fits perfectly but once I put pressure on it by pulling the windshield backward, the gasket squeezes out forward. That was last weekend and we've had rain and no more leak but the gasket protrudes out about 1/2" and just doesn't seem right. I did use some silicone since I don't plan on running the jeep with the windshield down and think maybe the silicone is lubricating the gasket so it can be squeezed out but maybe I'm missing something. There was no silicone from the factory but then again it leaked. Any ideas? Thanks, Joe
