Problems with Rear Fender Flare bolt

I removed and painted my front flares with just minor cuts and scrapes on my hands yesterday. Today I moved on to my rear flares. What a pain in the you know what. I ended up having to yank one of the flares off of the tub because one of the bolts just kept spinning. And of course it was the single bolt where you can't use vice grips on the nut. Now I need to figure out how to either cut the bolt and drill it out or find a way to keep the nut from spinning so it can be removed. This is one of the ones that is a metal insert in the tub and not the plastic thingamabob. Any ideas?
