Rusty hinge bolt removal?

So I took the my spare off the carrier, because a 35 on a stock carrier doesn't work so great. I'm left with these black metal strips with rubber stops going across the tailgate, and you have to remove the hinge bolts to take them off. The phillips-head hinge bolts on mine are pretty rusty, and just strip out. I was thinking of having someone at work TIG a nut onto the head of each rusted bolt so I could just use a socket to take them off, but everyone is pretty busy, and I would like to do it myself if I can. Anyone experienced the same thing? This feels like a pretty stupid question but it seems like there is some way to do it...Can you get to them from the backside or something and use ViceGrips or something to get them broken loose? I'd go check but the Jeep is in the shop. Thanks guys
