Screwdriver to my TJ ignition?

Hey guys. So my Jeep engine died and has been sitting at the mechanic's for about a month. He suddenly decides he wants to haul it to my house to let it sit in my driveway instead of his lot. I check my Jeep for the key and go to start up the Jeep to make sure the battery hasn't died since its been sitting so long and I notice my ignition and the plastic all around it has been torn to shreds. It appears that someone broke into my Jeep while it was at the shop and tried to start it with a couple of screwdrivers. They obviously couldn't get very far. The cherry on top of this is that the mechanic is acting like he didn't know about it. I've honestly had too much trouble with this Jeep, I swear it's cursed. I'm looking to sell it as soon as I get in engine in it, but no one will buy it looking like this.
Any ideas what to call the plastic part so I can find it on ebay or another motor parts site? Any other suggestions?
See picture below for the damage done.
I have a 98 TJ.

Have you talked to your insurance company about that yet?

The problem is that I took it off insurance as soon as the engine died because I'm a student working part time and I wasn't sure how long it would take me to save up the cash for a new engine.

Him just suddenly deciding to up and drop it off at your place seems fishy to me. Without knowing the guy, my guess is that he saw it had been messed with and wanted to leave it with you in hopes of you missing the damage for a few days and then being able to claim that it happened while it was in your possession. Since it happened at the mechanic's shop I would think he would be liable for it, but I wouldn't know for sure.

I'm gonna agree unless something is posted at his.shop that says different, his insurance should be reasonable for the fix

I've contacted him again and he says he'll replace the cylinder, but he didn't say anything about the plastic parts. He still claims he didn't know about it though, so he may have just said this to shut me up.
Any other suggestions for what the name of the plastic bits would be? So far ignition switch cover is just bringing up the top of the whole steering wheel column cover, but no bottom?

Also try a junk yard for your cover. Might cost ya 10$. other wise probably end up paying 40+ for a new one

Here's a parts diagram I found:
1998 Jeep Wrangler Steering column - Parts.com

It looks like it's called a shroud, specifically a lower shroud. I've seen one or two places that had it and it looked like it was about $20-30 new for the upper and lower pieces together. Hope it helps.
